ChatGPT ads are sponsored cards shown under answers inside ChatGPT. A Melbourne business can open an OpenAI Ads Manager account with an Australian company, pay per click or per impression, and target Victoria or a chosen list of postcodes. We set up our own account in September 2026 with four campaigns and eleven ads. This guide is organised the way a launch actually runs: check the site, open the account, target, write, pass review, measure.
Step 1: check the website before anything else

The ad sends a person to your page. What happens next is up to the page. If it takes five seconds to appear on a phone, if the layout collapses on a small screen, or if there is no number to tap, the click is paid for and lost.
We run a free website audit before opening any ad account. It covers five things:
- Time to visible content on a phone over 4G.
- A phone number, form or chat option on the first screen that works.
- A page that says what the ad says.
- Whether the OpenAI pixel can be installed and a form submission recorded as a conversion.
- Anything likely to stall ad review, such as inflated claims or no privacy policy.
You get one page, split into “before launch” and “later”. If the site is beyond patching we will tell you, because in that case rebuilding it is a better use of the money than ads.
Step 2: open the account under your own company
OpenAI Ads Manager is labelled beta, but an Australian company can sign up normally in AUD. A business verification step follows. You can build campaigns and submit ads for review while verification is pending, and delivery starts once it clears.
Open the account in your own name. Billing, history and data then stay with you if you ever change agency. We work inside client accounts as a member.
Step 3: target Victoria or pick postcodes
Location is set at campaign level and works at three depths: country, state and postcode. When we searched the location lookup for Melbourne it returned postcodes, starting with 3000. Victoria returned the state. There is no “Greater Melbourne” option and no radius tool.

Step 4: write a context hint, not a keyword list
There are no keywords. Each ad group takes a short plain-language description of the conversations you want to appear beside. Ours for web design reads roughly: small business owners asking how to get a website built, what it costs and who to use.
Too broad and the ad turns up in unrelated chats. Too narrow and it barely shows. No search volume data exists yet, so the first two weeks of reporting do the job keyword research does on Google.

Step 5: write the ad

Write two or three variants per service. If you serve Chinese-speaking customers, write Chinese ads as well. Almost nobody else is.
Step 6: get through review
Every ad is reviewed. Nine of our eleven passed in about ten minutes. Two were rejected twice. Both named review management in the headline, and one rejection read “Scams and fraud: low-confidence scam”. The same service passed first time with a headline about being chosen first on Google Maps.
- Describe the outcome in the headline and keep the method for the landing page.
- Leave out guarantees, “number one” and words like removal.
- Never promise that ChatGPT will recommend the advertiser.
- After two rejections, create a new ad. Re-editing ours left it pending for more than five hours.
- Whatever the ad states, the landing page has to show.
Step 7: choose billing and a budget ceiling
There is no platform fee. You choose an objective for the campaign (impressions, clicks or conversions) and a billing event for the ad group (per impression or per click). Bids can be your own fixed maximum, or you can let the system maximise clicks or conversions inside the budget.
Budgets are a daily limit or a lifetime cap on the campaign. For a first test we prefer pay-per-click, a fixed maximum bid and a lifetime cap, so the worst case is known on day one. Nobody can quote you an average click price yet because none is published.
Step 8: measure enquiries, not clicks
Install the OpenAI pixel and record form submissions, phone taps and orders as conversions. A conversions objective only works once those events are flowing. Tag every ad URL so your own analytics can confirm what the platform reports.
An ad does not change what ChatGPT says in the answer. OpenAI keeps the labelled card separate from the response.
